REACH Update: ECHA Seeks Public Input on OEL for Carcinogens and CLH Proposals for 4 Chemicals

The European Chemicals Agency (ECHA) has launched public consultations to gather feedback on occupational exposure limits (OEL) for three carcinogens and harmonized classification and labelling (CLH) proposals for four chemical substances. These consultations are part of ECHA’s ongoing efforts to ensure safe handling and usage of chemicals across the European Union, contributing to worker safety and environmental protection.

ECHA’s Public Consultation on OEL for Three Carcinogens

ECHA is seeking input on the proposed OELs for three substances—Anthraquinone, N-(Hydroxymethyl)acrylamide, and Butanone oxime/Acetone oxime. These substances are widely used in industries such as dye production, polymer manufacturing, and silicone enhancement. However, they have also been identified as potential health hazards, specifically categorized as carcinogens.

  1. Anthraquinone (CAS No.: 84-65-1): Used extensively in dyes and pigments, this substance is under review due to its classification as a category 1B carcinogen. ECHA is focusing on evaluating its potential health risks in occupational settings.
  2. N-(Hydroxymethyl)acrylamide (CAS No.: 924-42-5): Primarily used in the production of advanced polymers and coatings, this chemical is also a category 1B carcinogen and mutagen. ECHA is examining updated data on its health impacts, aiding in the establishment of new OELs.
  3. Butanone oxime and Acetone oxime (CAS Nos.: 96-29-7 and 127-06-0): These cross-linking agents are crucial for improving silicone stability and strength but are also categorized as category 1B carcinogens. ECHA is reviewing their OEL and exposure metrics to enhance workplace safety standards.

Feedback on these chemicals will be accepted until September 16, 2024. Following this, ECHA will make recommendations to the European Commission to potentially revise OEL regulations, contributing to the prevention of occupational illnesses.

ECHA’s Consultation on CLH Proposals for Four Chemicals

ECHA is also conducting a public consultation on the harmonized classification and labelling (CLH) of four chemical substances. This process aims to standardize hazard information across the EU, ensuring consistency in how hazardous chemicals are classified and labelled.

The four substances under review are:

  1. Chlorophacinone (CAS No.: 3691-35-8): A rodenticide under evaluation for its acute toxicity through inhalation, dermal, and oral exposure routes.
  2. Dazomet (CAS No.: 533-74-4): Used as a pesticide and fumigant, Dazomet’s review encompasses a wide range of hazard classes, including carcinogenicity, reproductive toxicity, and environmental hazards.
  3. Fluroxypyr-meptyl (CAS No.: 81406-37-3): A herbicide being assessed for its physical hazards, including flammability, acute toxicity, and potential environmental impact.
  4. Hydrogen peroxide solution (CAS No.: 7722-84-1): This widely used chemical is being evaluated for its oxidizing properties, flammability, and potential toxicity.

Public feedback on these chemicals is open until October 11, 2024. ECHA’s Risk Assessment Committee (RAC) will review the comments before issuing its recommendations, helping to create more robust regulatory frameworks for hazardous chemicals in Europe.
