Safety Data Sheets (SDS) are prepared with the aim of ensuring that companies producing, importing chemical substances and mixtures, and their sub-users have sufficient information to use the chemical product safely.

Safety Data Sheets are considered the most fundamental tool for information transfer. As per the regulation titled “REGULATION ON SAFETY DATA SHEETS FOR HAZARDOUS SUBSTANCES AND MIXTURES,” which came into effect on December 13, 2014, Safety Data Sheets are prepared and distributed accordingly.

In Turkey, within the framework of current regulations, Environmental Impact Assessment reports must be prepared by experts certified by an accredited institution.

The latest regulations in our country have led to the adaptation and implementation of the Safety Data Sheet Regulation, which was published in the Official Gazette No. 29204 on December 13, 2014, aligning with the SEA regulation.

This regulation lost its validity after 31 December 2023 and as of 01 January 2024, all safety data sheets will be prepared in accordance with ANNEX-II of the Registration, Evaluation, Authorization and Restriction of Chemicals (KKDİK) Regulation. As a result, after December 31, 2023, Safety Data Sheet Preparers were replaced by Chemical Assessment Specialists (CAS).

New Regulations in CLP and GBF

The CLP (Classification, Labelling and Packaging) regulation was established in accordance with the “Global Harmonised System” published by the United Nations, aiming to align with the global system. In our country, a regulation compliant with this was published in 2013 under the name SEA (Classification, Labelling, and Packaging) and was updated in 2020 to harmonize with KKDIK.

The Safety Data Sheet, which can be identified as a crucial credential against the potential risks of chemicals, will be provided in the official languages of the countries where the substance or mixture is to be marketed.

When new data about a hazard or information that could affect risk management measures is obtained, the Safety Data Sheet must be updated if it results in obtaining a permit, a denial, or a restriction.

Manufacturers exporting products to Europe, as well as those producing domestically in Turkey and importers, are required to prepare Safety Data Sheets in accordance with regulations in force in Turkey and in Turkish.

KKDIK Regulation and Safety Data Sheets for Hazardous Substances and Mixtures Regulation

Bugün yürürlükte olan 2 yönetmelikte Güvenlik Bilgi Formları’nın hazırlanmasına yönelik bilgiler vermekte, GBF’yi tanımlamakta, rollerini açıklamakta ve GBF Hazırlayıcısı’nın da fonksiyonlarının sınırlarını çizmektedirler.

As stated on the Ministry of Environment, Urbanization and Climate Change’s website, until December 31, 2023, Safety Data Sheets (SDS) have been prepared in accordance with either the Safety Data Sheets for Hazardous Substances and Mixtures Regulation published in the Official Gazette No. 29204 on December 13, 2014, or the Regulation on Registration, Evaluation, Authorization, and Restriction of Chemicals (REACH) published in the Official Gazette No. 30105 on June 23, 2017, and its additional regulation published on December 23, 2023. However, after December 31, 2023, SDSs have begun to be prepared solely according to the REACH Regulation.

Therefore, after this date, the responsibility of preparing SDSs has transitioned from the SDS Preparers to the Chemical Assessment Experts specified in REACH.
