Plant Protection Products Regulations in Türkiye

The Regulation on the Classification, Packaging and Labelling of Plant Protection Products was published in Official Gazette No. 27885 of 25 March 2011. It sets out the classification, packaging and labelling obligations of licence applicants and licence holders.

The Regulation has been amended by regulations published in the Official Gazette on 16 December 2011 (No. 28144), 28 October 2016 (No. 29871) and 5 January 2017 (No. 29939). With the 2016 amendment, its classification, labelling and packaging provisions were aligned with the CLP-based Regulation on Classification, Labelling and Packaging of Substances and Mixtures (SEA), and Annex I was repealed.

The licensing of plant protection products is governed by the Regulation on the Licensing and Placing on the Market of Plant Protection Products, published in Official Gazette No. 32489 of 14 March 2024 and last amended on 3 January 2026 (No. 33126). A label sample prepared in line with Annex 2 of this Regulation is part of the licence application dossier. The dossier also includes a packaging information form; for imported products, this form must be provided in the original language, in English and as a sworn Turkish translation.

Key principles

Plant protection products are classified according to their hazards under the SEA Regulation.
Risks to human health and the environment must be minimised so that an adequate level of protection is ensured.
Plant protection products that are classified, packaged and labelled in line with the Regulation cannot be prohibited, restricted or impeded without the Ministry’s permission.

Obligations of licence applicants

Carry out, or have carried out, the tests needed to classify the product
Ensure that the product is classified, labelled and packaged in line with the Regulation
Provide information on the composition and other properties of the product at the request of the General Directorate
On request, provide the data used for classification and labelling, information on packaging requirements, and the data used for the safety data sheet

Classification, Packaging and Labelling

Plant protection products are classified, packaged and labelled on the basis of the SEA Regulation. The Regulation also sets detailed rules on the information shown on the label:

identification information
information on use
protection information
restriction information
how the information is presented on the label
colours and shapes on the label

To support correct implementation, the Ministry provides a label template in Annex 2. The procedures for preparing labels, reviewing and approving label samples, publishing approved labels and approving later changes are set out in Section Five of the Regulation. Changes to an approved label must also be approved by the Ministry before the new label is used on plant protection products placed on the market. The earlier regulation of 23 March 2010 (No. 27530) was repealed when the 2011 Regulation entered into force.
