EU RoHS Directive and RoHS Testing

EU RoHS testing verifies that electrical and electronic equipment complies with the limits of the EU RoHS (Restriction of Hazardous Substances) Directive. The Directive restricts the use of hazardous substances such as lead, mercury and cadmium in electrical and electronic equipment (EEE). The first RoHS Directive 2002/95/EC applied from 1 July 2006 and was replaced by the RoHS 2 Directive 2011/65/EU. Delegated Directive (EU) 2015/863 increased the number of restricted substances to 10. The aim is to protect human health and the environment and to facilitate the safe recovery of waste EEE.

RoHS works together with the WEEE Directive (2012/19/EU), which governs the collection and recovery of waste electrical and electronic equipment: WEEE regulates waste management, while RoHS sets which substances may be used in products and their maximum permitted concentrations. Together, they cover the whole life cycle of EEE, from design to waste.

Although RoHS is an EU directive, manufacturers outside the EU must also comply if their products are placed on the EU market. There is no official RoHS “certificate”; compliance is demonstrated through technical documentation in line with EN IEC 63000, the EU Declaration of Conformity and the CE marking. Material declarations from the supply chain and, where necessary, laboratory analyses are therefore essential. Similar restrictions on hazardous substances in EEE also apply in Türkiye.

EU RoHS Maximum Concentration Values

PARAMETERLIMIT (in homogeneous material)
Lead (Pb)0.1% (1000 mg/kg)
Mercury (Hg)0.1% (1000 mg/kg)
Cadmium (Cd)0.01% (100 mg/kg)
Hexavalent chromium (Cr VI)0.1% (1000 mg/kg)
Polybrominated biphenyls (PBB)0.1% (1000 mg/kg)
Polybrominated diphenyl ethers (PBDE)0.1% (1000 mg/kg)
Bis(2-ethylhexyl) phthalate (DEHP)0.1% (1000 mg/kg)
Butyl benzyl phthalate (BBP)0.1% (1000 mg/kg)
Dibutyl phthalate (DBP)0.1% (1000 mg/kg)
Diisobutyl phthalate (DIBP)0.1% (1000 mg/kg)

The restrictions on the four phthalates have applied since 22 July 2019, and since 22 July 2021 for medical devices and monitoring and control instruments. Exemptions for specific applications are listed in RoHS Annexes III and IV.

EU RoHS product categories (Annex I):

How is RoHS compliance demonstrated?

  1. Determining the scope and category of the product and assessing applicable exemptions
  2. Listing all components and homogeneous materials of the product
  3. Collecting material declarations and test reports from suppliers
  4. Carrying out EU RoHS testing (XRF screening and chemical analyses) based on the risk assessment
  5. Preparing the technical file and drawing up the EU Declaration of Conformity
  6. Affixing the CE marking and keeping the technical file and declaration for 10 years after the product is placed on the market

If you are an importer or manufacturer of electrical and electronic equipment, you need to ensure, through supplier declarations and EU RoHS testing where necessary, that your products meet the RoHS requirements. Other substances of concern in the same products may include REACH SVHCs, PAHs and PFOS/PFOA.

Our EU RoHS testing and compliance services:

  • RoHS risk assessment and testing plan for your products and components
  • XRF screening and confirmatory chemical analyses in accredited laboratories
  • Collection and evaluation of supplier material declarations
  • Support with technical documentation in line with EN IEC 63000 and the EU Declaration of Conformity
  • Combined assessment of REACH SVHC and phthalates for the same products
