Our REACH Services
EU REACH (Regulation (EC) No 1907/2006) is the main EU legislation governing the safe use of chemicals. In force since 1 June 2007, REACH requires companies that manufacture or import a substance in the EU in quantities of 1 tonne or more per year to register it in the central database managed by the European Chemicals Agency (ECHA). REACH provided three transitional registration deadlines, ending on 30 November 2010, 31 May 2013 and 31 May 2018; since 1 June 2018, substances within the scope of REACH must be registered before they are placed on the EU market (“no data, no market”).
Only manufacturers and importers established in the EU can register under REACH. Non-EU manufacturers can appoint an EU-based Only Representative to fulfil their registration obligations.

Our CLP Services
CLP (Regulation (EC) No 1272/2008) is the EU regulation on the classification, labelling and packaging of substances and mixtures and implements the UN Globally Harmonised System (GHS) in the EU. Internationally agreed classification criteria and label elements ensure that chemical hazards are identified and communicated consistently, which also facilitates trade. CLP complements the REACH Regulation.
Manufacturers and importers placing on the EU market a substance that is classified as hazardous or subject to registration under REACH must notify it to ECHA’s Classification and Labelling Inventory within one month of placing it on the market (CLP Article 40). For hazardous mixtures, a poison centre notification (PCN) and UFI code is required.

Recent Changes to EU CLP
CLP has undergone significant changes in recent years:
- New hazard classes: Commission Delegated Regulation (EU) 2023/707 added six new hazard classes: endocrine disruption for human health and for the environment (ED HH, ED ENV), PBT/vPvB and PMT/vPvM. The new rules apply to substances from 1 May 2025 and to mixtures from 1 May 2026. For substances already on the market before those dates, the transition period ends on 1 November 2026; for mixtures, on 1 May 2028.
- CLP revision: Regulation (EU) 2024/2865 substantially revised CLP, including label formatting and minimum font sizes, and hazard information in advertising and distance sales.
- “Stop-the-clock”: Regulation (EU) 2025/2439 postponed the application of some of these new obligations (including label formatting and font-size rules, and the advertising and distance-sales provisions) to 1 January 2028.
