Global and Local Seveso Legislation: Requirements, Compliance and Solutions

What Is the Seveso Directive?

The Seveso Directive is the EU legislation for preventing major accidents involving dangerous substances and limiting their consequences for people and the environment. Its current version, the Seveso III Directive (2012/18/EU), applies to establishments where dangerous substances are present above defined threshold quantities, such as chemical plants, fuel and gas depots, fertiliser and explosives storage sites and logistics warehouses.

The directive takes its name from the 1976 industrial accident in Seveso, Italy, and has been revised several times since. Seveso III aligned the list of dangerous substances with the CLP Regulation, so the hazard classification of the substances on site directly determines whether and how an establishment is covered.

Seveso Legislation in Türkiye

In Türkiye, the requirements of the Seveso III Directive are implemented by the Regulation on the Prevention and Mitigation of Major Industrial Accidents (Büyük Endüstriyel Kazaların Önlenmesi ve Etkilerinin Azaltılması Hakkında Yönetmelik), published in the Official Gazette of 2 March 2019 (No. 30702) and widely known as the BEKRA Regulation.

Establishments are classified as lower-tier or upper-tier according to the quantities of dangerous substances they hold. Their obligations are detailed in secondary legislation, including communiqués on the safety report and the major accident prevention policy document. Seveso information training helps companies understand how these Turkish rules relate to the EU directive and what they mean in practice.

Main Obligations for Seveso Establishments

The obligations depend on whether the establishment is lower-tier or upper-tier. In general, operators are responsible for:

  • Determining whether the establishment is within scope by comparing the inventory of dangerous substances with the threshold quantities, including the summation rule.
  • Notifying the competent authority and keeping the notification up to date.
  • For lower-tier establishments, preparing a major accident prevention policy document.
  • For upper-tier establishments, preparing a safety report, operating a safety management system and drawing up an internal emergency plan.
  • Informing the public and cooperating with the authorities on external emergency planning and possible domino effects.
  • Reviewing the documents periodically and after significant changes to the site or processes.

Our Seveso information training explains each of these steps with examples, so that teams can plan the work, allocate responsibilities within the company and prepare documents that are consistent with each other.

What Does the Seveso Information Training Cover?

Our Seveso information training covers the basics of global and local Seveso legislation, the requirements for lower-tier and upper-tier establishments, and practical solutions for compliance. Topics include:

  • The structure of the Seveso III Directive and the Turkish BEKRA Regulation
  • Scope determination, threshold calculations and the link with CLP hazard categories
  • Content of the major accident prevention policy document and the safety report
  • Major accident scenarios and risk assessment methods, including the Bowtie methodology
  • Emergency planning, inspections and common non-conformities

Who Should Attend?

The Seveso information training is designed for plant and site managers, occupational health and safety specialists, process safety and environmental engineers, and consultants working with establishments that store or use dangerous substances. It is also useful for teams preparing for an inspection, planning a capacity increase or new storage area, or reviewing their existing Seveso documents. Training dates are announced on request; contact us to receive the next schedule or to organise an in-house session for your company.
