The Importance of Recent Changes in Restrictions on Harmful Substances in Electrical and Electronic Equipment

Restricting some harmful substances used in electrical and electronic devices is of great importance for both the environment and human health. The legislative updates made in 2024 took Turkey’s steps forward in this field and constituted an important turning point for a sustainable future. In this article, we will examine in detail the reasons for these restrictions, the innovations introduced and the effects of these changes on the environment, industry and consumers.

Current Regulations on Restricting the Use of Harmful Substances

The Regulation first came into force by being published in the Official Gazette dated 26/12/2022 and numbered 32055. This regulation aims to recycle and dispose of waste electrical and electronic equipment without harming the environment, while also protecting human health. This regulation, which limits the use of hazardous substances in electrical and electronic equipment, is seen as a part of the understanding of environmental sustainability.

Details of 2024 Regulation Changes

The new regulation, published in the Official Gazette No. 32435 and published on January 20, 2024, was carried out in parallel with the amendments of the European Parliament and Council Directive. With these changes, restrictions on some of the substances used in the production of electrical and electronic equipment (EEE) in our national legislation have been updated and exemptions have been introduced for some practices. The aim of this regulation is to determine the procedures and principles regarding exempt practices more clearly.

European Parliament and Council Directive Amendments and Effects

Directive 2011/65/EU of the European Parliament and of the Council provides a basic legal framework for restricting the use of harmful substances in electrical and electronic equipment. The 2024 regulation changes reflect the changes made in Annex-3 and Annex-4 of this directive. These changes are important steps taken to ensure Turkey’s compliance with international standards and to reduce the environmental impact of electronic waste.

New Practices and Exemptions in National Legislation

The new regulations include details and exemptions regarding the restriction of harmful substances used in the production of electronic goods. These exemptions apply to specific applications and industrial processes and will help manufacturers comply. These regulations aim to reduce the negative effects of substances used in electronic devices on human health and the environment.

Effects on the Environment and Human Health

Restricting the use of harmful substances in electrical and electronic devices plays an important role in reducing environmental pollution and protecting human health. Especially if electronic waste is not handled correctly, these substances can cause serious environmental and health problems. The restrictions introduced by the new regulation aim to reduce these dangers and take steps for a more sustainable future.

Electronic Waste Management and Recycling Policies

Management and recycling of electronic waste is critical to ensuring environmental sustainability. New regulation changes encourage more efficient collection, processing and recycling of electronic waste. This process aims to facilitate the evaluation and reuse of waste by preventing the release of harmful substances into the environment. Thus, while the environmental impact of electronic waste is reduced, resources are used more efficiently.

Reflections on Industry and Manufacturers

Regulation changes introduce new standards and requirements for electronic goods manufacturers. These changes are encouraging manufacturers to use more environmentally friendly materials and review their production processes. This enables manufacturers to increase their competitiveness while also reducing their environmental impact. The renewed regulation supports the development of the sector in the long term by supporting manufacturers to invest in innovation and sustainable production methods.

Information and Awareness for Consumers

Regulatory changes help consumers choose electronic products in an informed way. Thanks to these changes, consumers have more information about the environmental impacts of electronic goods and can use this information in their purchasing decisions. Additionally, consumers are encouraged to become more aware and involved in the proper disposal of electronic waste. This contributes to increasing environmental awareness and the development of sustainable consumption habits.

International Size and Comparisons

Restricting the use of harmful substances in the production of electrical and electronic goods is an important issue not only in Turkey but also around the world. Standards adopted by the European Union and other international organizations form the basis of regulations in this field. Recent updates to Turkey’s legislation contribute to global environmental protection efforts by ensuring closer alignment with international norms. These steps reinforce Turkey’s international cooperation and leadership in environmental policies.

The Future of Regulation Changes

These regulatory changes are seen as a significant advance in the management of electronic waste and pave the way for further improvements in the future. Technological advances and innovative solutions in the industry can further reduce the use of harmful substances and effectively manage electronic waste. Additionally, these changes are expected to play an important role in achieving Turkey’s environmental protection goals in the long term.

Conclusion and Evaluation

Legislative changes to restrict the use of harmful substances in electrical and electronic devices are of great importance for both the environment and health. These changes represent a critical step in Turkey’s achievement of sustainable development goals and compliance with international environmental standards. These developments are important steps towards leaving a healthier and more sustainable environment for future generations.
