Latest Updates on BfR Recommendations for Food Contact Materials in Germany

On August 1, 2024, the German Federal Institute for Risk Assessment (BfR) released the latest version of its recommendations for food contact materials, introducing new standards for substances such as silicones, paper, and cardboard, and tightening compliance requirements in this regulatory area.

Recommendation XV: Silicones

The latest update to Recommendation XV removes the requirement for removable components and introduces new test methods for non-thermally tested substances. It emphasizes the application of these methods to materials like conveyor belts, coated textiles, or seals that contain plastics or textiles.

Recommendation XXXVI: Paper and Cardboard for Food Contact

Recommendation XXXVI expands the list of approved substances for food contact paper and cardboard, including sizing agents, retention agents, and preservatives such as sodium benzoate. It also strengthens limit values for DEHP, DBP, and DIBP when using recycled fibers as raw materials.

Recommendation XXXVI/1: Baking and Filter Papers

Recommendation XXXVI/1 extends the scope of silicates, including sodium, which broadens the permissible materials used in hot filter papers and baking papers. This is a significant change for the industry, focusing on expanding auxiliary agents used in these products.

Recommendation XXXXI/2: Paper and Cardboard for Baking

Recommendation XXXXI/2 updates the list of surface refinement agents by adding sodium octenyl succinate starch, further expanding the allowed fillers to include sodium silicates.

Recommendation LI: Heat-Resistant Coating Systems from Polymers

Recommendation LI outlines conditions for food preparation containers made from polymers and emphasizes specific testing parameters. It includes updated guidelines for element migration testing and references the latest Technical Guide for Metals and Alloys.

Impact on the Industry

Traders and manufacturers of products intended for the German market must ensure that the raw materials used in production meet the updated specifications and that the final products comply with these revised standards.
