IRS 2019-2023 Review: ECHA’s Achievements in Chemical Hazard Management and Strategy for 2024-2028

IRS 2019-2023 Review: ECHA's Achievements in Chemical Hazard Management and Strategy for 2024-2028
The European Chemicals Agency (ECHA) has made significant strides in managing chemical hazards in the EU market through its Integrated Regulatory Strategy (IRS) set for 2019-2023. The insights gained and successes achieved during this period have paved the way for a proactive approach to risk management for chemical groups, laying out a coordinated and comprehensive roadmap for the new strategy set for 2024-2028.
2019-2023 IRS Period: Chemical Hazard Identification and Risk Management
Through IRS activities from 2019 to 2023, valuable data on identifying and managing chemical hazards on the EU market was obtained. During this period, ECHA adopted a transparent approach by informing stakeholders of developments through annual IRS reports and mapping tools.
IRS Accomplishments and Findings
The IRS enabled the screening of approximately 6000 chemical substances, with 30% of them identified as potentially requiring regulatory risk management. However, for most substances, further data is needed to confirm these management measures. Additionally, specific groups like bisphenols, ortho-phthalates, and flame retardants have been included in the “Restrictions Roadmap” due to their potential hazards. Consequently, additional work is ongoing to clarify classification and labeling requirements for many substances.

ECHA Strategy 2024-2028: Objectives and Priorities
The new strategy set for 2024-2028 aims to strengthen ECHA’s position as a trusted authority in chemical management. Key elements of this strategy include maintaining an up-to-date chemical database, prioritizing regulatory activities, and increasing collaboration with EU member states.
Challenges and Needs the IRS May Face in the Future
According to ECHA’s assessments, IRS faces challenges such as data insufficiencies and limited resources. In particular, identifying the most suitable tools for chemical risk management requires more data, necessitating the streamlining of data collection and evaluation processes. Additionally, creating synergy and enhancing collaboration for new tasks is among the priorities.
ECHA's Chemical Safety Priorities for the Future
ECHA’s 2019-2023 IRS review has provided significant knowledge on managing chemical hazards and has enabled a proactive approach to risk management. With the new 2024-2028 strategy, ECHA aims to conduct its activities in a more transparent and effective manner to ensure the safety of chemicals in the EU market.
