U.S. EPA Extends 2024 Chemical Data Reporting (CDR) Deadline
The U.S. Environmental Protection Agency (EPA) has extended the 2024 Chemical Data Reporting (CDR) deadline from September 30 to November 22, 2024, due to technical issues in the reporting system. This extension applies only to the 2024 cycle and not to future ones, such as 2028.
What is Chemical Data Reporting (CDR)?
Mandated by the Toxic Substances Control Act (TSCA), CDR requires companies to report on the types, quantities, and uses of chemicals they manufacture, import, or use. These reports are crucial for EPA’s assessment of potential chemical risks to public health and the environment.
Technical Issues in the 2024 Cycle
EPA’s Central Data Exchange (CDX) system faced glitches related to Confidential Business Information (CBI) claims. These issues prevented proper replication of CBI claims across multiple chemicals, resulting in incomplete submissions. While only 29 reports are affected, EPA extended the deadline to ensure accuracy.
- Reporting Thresholds: 25,000 pounds annually for most chemicals and 2,500 pounds for those under specific TSCA rules.
- Exemptions: Polymers, microorganisms, naturally occurring substances, water, and certain gases.
New 2024 CDR Timeline
Start Date: June 1, 2024
Revised Deadline: November 22, 2024
This extension ensures that manufacturers have sufficient time to resolve reporting issues and meet compliance standards.
Consequences of Non-Compliance
Failure to comply with CDR requirements can result in severe penalties, including criminal charges.
ChemRadar Advice: Avoid using the duplication feature in the CBI submission tool until EPA resolves the issue.
The extended deadline reflects EPA’s commitment to ensuring accurate and confidential chemical data reporting, safeguarding public health, and maintaining environmental integrity.
