European Commission Updates CMR Restrictions in REACH Annex XVII
The European Commission has proposed stricter controls on carcinogenic, mutagenic, or toxic for reproduction (CMR) substances under REACH Annex XVII. Open for feedback until 2 January 2025, the draft reflects scientific advancements and updated classifications.
Key Additions to CMR Restrictions
Significant substances included in the draft amendments are:
- Diuron (CAS 330-54-1): Commonly used as an herbicide, associated with reproductive toxicity and carcinogenicity.
- Tetrabromobisphenol-A (CAS 79-94-7): A flame retardant in electronics, flagged for mutagenic properties.
- 4-Methylimidazole (CAS 822-36-6): Used in industrial processes, classified as a carcinogen.
The new restrictions target substances in adhesives, resins, and industrial manufacturing, ensuring stringent market controls.
Industry-Specific Exemptions
Certain exemptions have been considered, such as Cumene (CAS 98-82-8) for small aircraft aviation fuel. Automotive fuels remain strictly regulated.
Implementation Timeline
The restrictions take effect on 1 September 2025, aligning with new CMR classifications. Early compliance is encouraged.
Public Consultation
From 5 December 2024 to 2 January 2025, stakeholders can provide feedback via the European Commission’s official platform.
