Biocidal Product Fees to Increase by 19.5% Due to Inflation – Effective from 14 August 2025
The European Commission has adopted a revised Biocides Fee Regulation to reflect inflation across the EU. Starting 14 August 2025, standard fees for biocidal product-related procedures will increase by 19.5%.
Which Fees Are Affected?
Under the updated regulation, the following fee categories will be increased:
Approval of active substances
Union authorisations
Technical equivalence assessments
Other related regulatory tasks
This is the first fee adjustment since the Biocidal Products Regulation entered into force in 2013.
When Will the Changes Take Effect?
Regulation Adopted: 24 July 2025
Effective Date: 14 August 2025 (20 days after publication in the Official Journal of the EU)
From this date onwards, all applicable biocidal product submissions and requests will be charged based on the revised fee schedule.

The 19.5% fee increase reflects the average annual inflation rate in the EU between 2021 and 2023. The European Commission introduced this update to ensure that regulatory costs remain aligned with current economic conditions and administrative expenses.
