EU BPR Active Substances Expiry Dates and Renewal Process

Several active substances are approaching their expiry dates under the EU Biocidal Products Regulation (EU BPR), which will impact the Northern Ireland (NI) market.

Active Substances and Product Types Due to Expire

The following active substance and product type combinations are set to expire on 31 August 2025 under the EU BPR. After this date, these substances can no longer be used in relevant product types, and articles treated with such products will no longer be placed on the market in NI.

  • Iodine (CAS 7553-56-2 EC 231-442-4): Product types 1, 4, and 22
  • n-Decanoic acid (decanoic acid) (CAS 334-48-5 EC 206-376-4): Product types 18 and 19
  • n-Octanoic acid (octanoic acid) (CAS 124-07-2 EC 204-677-5): Product type 18
  • Polyvinylpyrrolidone iodine (CAS 25655-41-8 EC 607-771-8): Product types 4 and 22

Once approvals expire, the active substances will no longer be used in biocidal products of the relevant types, and treated articles with these products will no longer be available in the NI market.

Information for Affected Companies

If you hold an EU BPR product authorisation or a Control of Pesticides Regulations (COPR) product approval, we will contact you regarding the cancellation or revocation of your authorisation. You will have the opportunity to provide comments or additional information, which will be considered before finalising the decision.

If you are aware of any disproportionate negative impacts resulting from the expiry of these active substances/product type combinations, please contact us.

EU Active Substance Renewal Submission Deadline

Under the EU BPR, active substance approvals will expire unless a renewal application is submitted to ECHA at least 550 days before the expiry date.

The 550-day deadline is approaching for the following active substance/product type combination:

  • Bacillus thuringiensis subsp. kurstaki, strain ABTS-351 (CAS N/A EC N/A): Product type 18 – Deadline: 27 August 2025

Any person, company, or task force/consortium can support an active substance/product type combination for renewal – it does not have to be the original supporter. To find out who the original supporters were, check the EU Article 95 List.

If this active substance/product type combination is important to your business, consider contacting your supplier. If no renewal application is submitted, the approval will expire, and the substance will no longer be available for use in NI.
